Since May 2026, NYC Health Department rules require cooling tower owners to test for Legionella bacteria every 31 days while the tower is in use — three times more often than the previous 90-day interval. The change followed a 2025 Legionnaires' disease cluster in Central Harlem and was enacted to catch elevated bacteria levels faster, citywide.
There are currently around 4,000 buildings with registered cooling towers in New York City, and a live Health Department investigation on the Upper East Side has already ordered dozens of buildings to clean, disinfect, and retest theirs. Whether or not your building is part of an active investigation, the 31-day requirement now applies to every registered tower in the city.
An initial positive screening result doesn't confirm live bacteria — that takes a follow-up culture test, which typically takes about two weeks.
